Had you spoken with a certain GM representative or perhaps Nouveau Monde Graphite representatives and/or Panasonic representatives, such most informed persons would perhaps tell you that Nouveau Monde Graphite is more likely to be provisioned about $250 Million worth in capital loan guarantees by the U.S. International Development Finance Corporation and at least $100 Million in U.S. DOD and DOE grants.

Only the DOD can fund outside of USA.

obviously the International fund you refer to above can also work outside the USA.

Although, I have to say that while the primary focus is on U.S. based entities, the DOE's programs may have specific eligibility criteria that could potentially include non-U.S. companies.
