It's not by happenstance several are jv'd with, USA.

deals with foriegn countries without first asking - will Canada need these resources ?
Lack of knowledge should never be in the mix. Though they did say, going forth

it outlines how a countries weslth will be determined by thrir resources.
Perhaps - Minister of Innovation, Science and Industry should also read this ?
