My guess ?......Because we already know this information which was released a while back. It seems as though the company re-released already known information to try to raise market awareness of what they have. This is why there's been no meaningful effect on the stock price since it is "already known facts".

This was just released again by a different author/platform which would bring more eyes on Surge. Another "valued" outlet or source confirming it.
