My view
Don't know how it's in other provinces, but despite vaccinations, the COVID concern is not giving ground in the prairies. But have to continue with the program. Can't really have encompassing consultations on major projects as would like to.
As for the wind project, I wonder if an option is open to achieve energy sovereignty for Haida Gwaii via an on-island generation. Don't require massive amounts of electricity. Then an underwater cable from the windfarm location would not be required. That cable would go to the mainland only.
A lot of consulations ahead; what is wanted for the future and any new industries. The need for reliable source of power. The cable would transmit BC Hydro power. I see room for progress on more than one front. It's not only about electricity.
Bill-17 leaves room to negotiate an EPA with BC Hydro, if a comprehensive view is taken. Looking at the large scale of this project, will benefits extend beyond Haida Gwaii into other communities and would others like to participate.
Non quantitative benefits are important also. A windfarm should not only be a bunch of turbines out in the waters, but act as a catalyst for things money can't define. Socially responsble technology on multiple levels. The Hecate Wind project has that opportunity.
