Lets for now assume something positive could be happening.

The investigative stage application below was informative regarding the various stages involved. 

Northland Power (gov.bc.ca) 

Maybe Northland and the Haida are moving onto the next stage and have filed the second application. But by this stage, a PPA should be a strong possibility. Now get into technical stuff, timelines, cost, benefits, etc.

4C Offshore data service  has a listing of an application being submitted and consultations started in 2021. This doesn't appear to be the investigative stage to which the 2020 application above refers to.
