Local wind, local benefits
I don't know where everything stands with the project. An option is for economic benefits to flow from local initiatives and not only supplying the grid.
BC Hydro can still supply the area for years for LNG, etc. But can windpower fit in for a specific purpose (maybe even an entirely new enterprise) where significant benefits can be realized.
Don't have to wait for a Power Call either.
The CEO of Oceanic Mike O'Connor once stated-....there has been a precedent for a contract award outside the formal call process, especially for projects that bring substantial economic benefits for specific regions of the province.
