The orange line shows existing IPP supply which falls off for 7 months. The only projects which could deliver the quantity and reliability required would be offshore wind.
But then BC Hydro will have to pay higher prices, page 20. Selecting a project is not simply getting the lowest price, but can include important non-monetary things.
Consortium of Nations could happen also. A project can have multiple First Nation owners.
For all projects, extra cost for delivering electricity to the grid. Not cheap to build transmission lines. Getting permits takes a long time.
Interesting for 2024. For Oceanic, getting a major developer on board is priority. That itself would be a vote of confidence. To be competitive, expensive offshore wind has to match onshore wind. Maybe it is possible.
