Reading the details from Quebec's  Bill 69: The renewable power produced must be adjacent to the end user. The previous post made it sound like it that had to be adjacent to a Quebec Hydro transmission network. 

Restrictive and probably impractical, but included in Bill 69 as a legal issue involving certain rights.
