NOU will need to closde their non-brokered offering. 

And this wont happen before FEB 2021.

Simple logic.  I would like to sell you shares @ 1.45 based on unknown expectations. Investors will then weight the risk of such investments and bsed on their assessments they will either pass or take the offer @ 1.45.  But if you tell them that you have mining permit granted and and off-take agreement signed.
