No more expansion?

Word is the Kingston/Ottawa expansion fell through. Anyone know what's going on? I keep hearing rumours here and there of things falling apart. Is this company going bankrupt? Can it be saved?

I hear they are bleeding customers all over the place. If someone with some better knowledge could give us some info that would be great.
