Does anyone know the meaning of those 1/2 cent bid/asks?

What are those 1/2 cent bid/ask spreads showing above? We have been halted for what a year? Sometimes those numbers change. Is this just someone trying to put in an order?

No news I can see at all on the Omni deal going through . I even tried to post to the Jeeter instagram page and ask people there. But no responses yet

CT, I gave up on this company a long time ago. Even if we do start  trading again, the reverse split that they've planning, will leave me with almost no shares at all.
