Closed at 4 cents today...

Someone from TD Security does not want the SP to close at 5 cents so it painted the price to 4 cents with a sell on the bid of 2000 shares (a 80$ transaction)!

New management is perhaps in place, but they have to deal with some ghosts first prior to have a steady increase of the SP...
