Pump and dumps are facilitated by promoters (probably Sextant and co. in this scenario). Insiders of the company or ppl who watch it closely provide promoters and pumpers with instructions to pump under the guise of new developments to justify the pump (in our case, a new CEO and revived PP) so it isn't as suspicious. You might have noticed several social media accounts promoting the stock...
These pumpers have shells to acquire large amounts of shares without needing to disclose 5% ownership. They move markets and trigger technical indicators of quant traders / firms to automatically mobilize their funds which causes a wave of volume and rapid run up ($0.30). Once volume sinks below certain levels, quants/funds exit and the pumpers leave with their profits. You'll notice volumes are slowly dipping below 1M now, so I'd be weary of an eventual decline back to $0.15.
I only give this warning to protect the loyal longs of this company. I love the run up but I can't watch us get screwed over again by this blatant manipulation. Hoping for a successful R&D phase by end of year.
