No change in volume yet shares keep springing up from thin air. Can someone please clarify

we are on pace to double the daily volume today.. but someone is trying to play a game here. they are putting up a wall at .03 now, which they've inched back from .04. essentially they are trying to box the stock and get people to sell at half a penny less. something is definitely up and I imagine we are close to news. I emailed Hugh myself today, who confirmed the public shell is going to be
