The fact he says candidates is definitely a good thing. It means he is very confident in the prospect of an rto. He has probably already had private companies contract him.

Absolutely. The language in that brief response is exactly what’s you would expect. ”just yet”   Hugh is not going to explicitely comment on an RTO before they’ve even transitioned into control.
