Thunder Bay lithium plant

Does anyone who follow Rock Tech closely know when they plan on moving forward with building the Thunder Bay Lithium Sulphide/Carbonate plant with Avalon Advanced Materials? 

I know that Rock Tech is currently drilling out their Georgia Lake deposit which will be used as feed for the Thunder Bay plant which will create feed stock for the Brandenburg lithium hydroxide plant.

Here, starting at 00:40, Mr. Harbecke says that at first all processing requiring a convertor will happen in Europe for the first year and at the later stage they will also set up a convertor in Thunder Bay.
