What's this JOA potentiality? Seems to dilute Recon's holding rights. SP went up today, though.

It doesn't dilute Recon's share. It is a formalization of what the esploration agreement into the next stage - development. A bit of confidence by Namibia into what has been already agreed. Plus most likely some further technical terms which we might not find out about. All good.
