You have to understand how hydrocarbons are formed then go looking for the right environment the existed 90 to 270 million years ago ...the Africa  and North American continents were slowly splitting apart...as they did a shallow sea was created...for millions of years this shallow sea collected the degree flowing out of rivers on both ontinents ...carbon silt carbon silt carbon silt ....you

Good points Frank. Thanks. ps Also off shore is safer and easier. The tankers can just pull up and load up. You don't need massive oil storage facilities, pipelines, workers, etc. Plus the platforms can easily be moved. Also you don't have to worry about the oil being siphoned off like in Nigeria, guerallia attacks, etc. etc.
