In early 2024, the relatively unknown Moneco aimed to establish a money remittance service via a white label. According to RevoluGROUP’s March 2024 news release, it appeared that RevoluPAY was one of several partners Moneco had explored, hoping to collaborate with an EU PSD2 license holder. However, Moneco has no salaried staff, as they themselves admitted to the French government, and their share capital is only €3,000. More critically, Moneco lacks a financial license to operate anywhere globally, let alone in Europe, where they are based. Instead, they signed a white-label agreement with Xpollens, a legitimately regulated financial entity, which we will explore further below.

For context, in March 2024, Moneco had not yet launched its white-label app and was actively raising funds via a crowdfunding platform. This fundraising effort continues to this day. Meanwhile, news of a white-label signing with RevoluPAY from March is being promoted again in October because Moneco has finally launched its app.

However, the issue with this narrative is that it is based on outdated information from March 2024. RevoluGROUP’s statement at the time specified that "Under the white-label agreement with MONECO, RevoluPAY is set to offer a comprehensive range of services through its RevoluSEND platform" – the key phrase here being "SET TO," implying that nothing had been finalized.
As of October 2024, Moneco has launched its app, but without any involvement from RevoluPAY.

In conclusion, it is misleading to claim that Moneco is operating under RevoluPAY’s financial license, as there is no evidence to support this.
