In its simplest form, it is simply a guage of many shares are being bet that the share price will go down and not up. There are other *possible implications such as the possibility of a short squeeze where people shorting (usually on margin)are forced to buy back the shares if the price goes up to far or two fast instead of down, when in turn actually makes the share price go up even more
