Do these entities stop payments of us govt stops functioning with debt ceiling??

Very good question, payment could stop come April for many people. This not even an answer to question re debt ceiling, rather a change coming. Up to 15,000,000 could lose Medicaid coverage in USA. Would love to know if this affects RHT or not, important to know either way.
