Speculation: maybe KPMG reviewed Reliq's procedures for HIPAA compliance and found that the bozos would fail a HIPAA audit it one was conducted, so Reliq is upgrading their whole damn system for HIPAA compliance.

Reliq has been upgrading its system for 2 years for the FHIR standard.
