IMHO someone Is accumulating, manipulating retail shareholders to sell seems so simple , they will not let it get over.30. The price drops down again on the ask rinse repeat over and over again.

I agee that is happening and newb retailers are the ones getting skewered. Looking at it purely technically, hard to do with a penny stock, TLT seems to be forming a bullish pendant. That Upward trendline at the bottom and .31/.32 area foming the upside. We should eventually breakout of this pendant to the upside.  I no longer consider TLT a pennny stock, not the way it is trading, not with
