What exactly does this mean?

Mr. James holds, directly or indirectly, an aggregate of 83,264,419 Common Shares (representing approximately 11.43% of the Common Shares). Immediately following completion of the Share Transfer, Mr. James is expected to hold, directly or indirectly, an aggregate of 25,208,937 Common Shares (representing approximately 3.48% of the issued and outstanding Common Shares).

I was not happy when Mr. James merged TVI and his oil energy company many years ago to bloat the amount of shares in TVI, and drill one unsuccessful hole which wasted money. 
Has this company been used for shareholders to pay salaries of the top people who get to live in the tropics and live a wonderful life? 
So many years have gone by with many mines running, but never a share price increase.  
What is your guess of the highest share price TVI will have in the future?
