Dear Pip,
This all started in Alaska. The only reason that it got moved to LA is because of time. You remember, brown site vs green site. Brown site one year vs green site two years. PLus LA came up with money to help. Would it not make sense to be building the 2nd plant in Alaska while finishing up on the plant in LA. That way you can work on Bokan also.
We don't know if they are going to do another PP. Depends on testing for DOD. So don't spread doom and gloom until there is a reason.
