You asked about secure feed stock on a DOD contract. Here is your answer.
Why does DOD want heavy REE? Answer: For weapon systems.
Why is that your answer? Because all weapon systems are under the Cradle to Grave program.
The Cradle to Grave progam is a quality control program started after WW2. I have seen it, when we were tearing apart subs back in the 90s and 2000s. Certain components were under that program. They were covered before removal and as soon as they were loose. The Marines in full gear show up with 9MM and M16 and stood guard all the way to the foundry where they were melted down with a full set of records to record it demise.
When Ucore signs a deal with DOD to separate heavy REEs. The feed stock will be supplied by DOD. Who can tract the ore/concertrate back all the way to where and when it was dug up in the mine and who was on the other end of the shovel.
As for the rest of the money to build the Commercial plant/SMC. To get the ten million Ucore has to complete the other 8 milestones. I am guesses here, that each mileatone is a REE that DOD wants. They do all 8 and they get the money. With the completed contract Ucaore can apply for other grants and they have OEM deals that are waiting on samples to test also.
So can Ucore run the 3000 liters of REE concertrate through the Demo plant 8 times by June? Looking at the speed that did the first two milestones. I would say that they have a good chance.
