I can honestly say that I have never seen a halt that was initiated by the IIROC for a circuit breaker take this long to resolve. The halt came at 9:51am. Definitely some questions being asked. Circuit breakers are usually reset after a short time...definitely not 3 1/2 hours later. Would be nice to see someone held accountable for this morning...but I'm not holding my breath.
