CUT THE DIVIDEND NOW!
A 22% yield is all the evidence a person needs to know that owning these shares comes with significant risk.
$7 billion payout to victims of the latest dam collapse and now rumor's of other dams that are potential accidents waiting to happen. 
They need to cut the DIV by 75% to not only pay for damages but also to shore up the many earthen dams they have that are potential disasters if they are not strengthened.

Dividend % will move back towards 10% when share price moves back over $20. $7 billion is dirt cheap considering 270 deaths and environmental damage. BP paid out almost $62 billion for 11 deaths and environmental damage at Deepwater Horizon in GOM.

$7 billion is the estimate, maybe Vale will pay closer to $100 Billion before it is all said and done.  ... and they have potential for other dam failures. These dams will need huge upgrades before they too collaspe. Billions more if they wish to avoid further enviromental catastrophes and deaths. Just my opinion. But I would not touch this stock with a 100 foot pole.
