This is certainly news to me. With that said, glad to see Victoria in acquisition mode.

I don't think you have to disclose unless the offer is accepted.  Today SBB and B2Gold disclosed that they had entered into an agreement for B2Gold to acquire SBB.  Victoria is now making their offer public because it was rejected by ATAC Board and they are hoping that SBB shareholders will rebel. I suspect that this was the reason for the huge BYN volume and price decline today
