Institutions
According to Marketbeat, for the last four quarters, there was net inflow of Institutions investing in VMD. https://www.marketbeat.com/stocks/NASDAQ/VMD/institutional-ownership/
It roughly amounts to 2 million shares each quarter held by institutions. More inflow than outflow. More buy side analysts than sell side analysts as they accumulate shares.

Since management has held a lid on the number of shares it means the public float is now around 10 million shares.
At this time, VMD does not have a bevy of sell side analysts who are touting the company. Even Beacon appears to have moderated its more aggressive sell side position.
As the float shrinks we might see some additional analysts on the sell side as they tout the company.
VMD appears to continue to be in the Institutional accumulation phase.
IMHO

Indeed. Makes sense. The good days are always 400,000 traded or more. At this volume it's just positioning.
