Investor Protection BCSC

Does the BCSC not have an investigative process to ensure investors have some sort of protection? The fact that Bakker is being taken to Court for withholding significant materials, the propery of the company and that he controlled many aspects of the company. Did he not control the finances of the company (please advise if he didn't).
