Thanks Stock Epert Pro, though the video is dated to june 4th 2012.  I do beleive the current movement is due to the expectation of news about funding in the next few weeks.

Mutual funds and institutional ownership of Woulfe Mining will drastically increase over the next few years as they begin buying up shares of WOF leading up to production and after production begins.
