Basically, there was much hoopla back in August 2012 about Sangdong starting up again, now it's 2013 and haven't heard anything since November 2012... so that's the locals concern mentioned in the article.
Then, at the end it mentions, taking time to finalise with the BANK as it is needed to build the processing plant to be in line with the mining that has started and that's about it.
Getting the impression that locals, perhaps local governing body(ies) are adding pressure to Shinhan to speed things up or whatever....

Hey wouldn't it be interesting if Dundee took control of the reigns and went ahead and developed this thing on their own, without a bank.... just saying.
