Are they serious ?

How can they continue to state that the Sandong mine will return to production Q4 2013 ?  How can that even be remotely possible ? Surely they have learned from past N/R blunders.

Yes, they can. It depends on your definition of "production". If Sandong is a go with IMC on board, the very next day after the annoucement, they can start to dig and bring the ore to the surface to be stockpiled. Isn't that production?
