Sabia was appointed chair earlier in the year.  This infrastructure bank has been mandated to allocate $10B over 3 years and has been given the green light to make decisions on it's own. His connections and knowledge as former CEO of Caisse de depot bodes well for Quebec based companies, I'm sure he knows of XEBEC.
