Evolving Systems, Inc. (NASDAQ: EVOL), a leading provider of strategic solutions to telecom operators worldwide, today announced that a major operator in Africa has selected its Dynamic SIM Allocation™ (DSA) solution to help streamline number usage and improve user experience.

Number availability is a critical issue in the many African markets today, with many operators opting to pre-provision numbers for all SIM cards shipped into the market. An operator using DSA and DSA SIM cards, which are never pre-provisioned, will be able to allocate numbers dynamically, over-the air, at the point of first use. Numbers are only assigned to a DSA SIM once the SIM is sold, activated and becomes revenue producing. The result is a dramatic reduction in the quantity of numbers consumed, leaving more numbers available for future use.

In addition, since numbers are dynamically allocated to DSA SIMs during the activation process, carriers can go a step further and allow their subscribers to choose a number, either through their own handset using on-device menus in a choice of languages, or via the retailer who provides the SIM. DSA will also support SIM swaps directly through the customer's handset.
