ATCO Structures & Logistics (ATCO) has been awarded a contract to manufacture, install and operate a 1,200 person workforce housing facility for the Shell Carmon Creek Project near the town of Peace River in northern Alberta. The project will contribute to local economic growth and capacity building with ATCO's partner, the Woodland Cree First Nation (WCFN).

"Our complete suite of services to build and operate workforce housing facilities provides our customers with improved cost benefits," said Harry Wilmot, Chief Operating Officer, Energy & Industrials, ATCO Group & President, ATCO Structures & Logistics. "We are very pleased to work with Shell once again to provide a premier accommodations complex in this remote location."

ATCO looks forward to working in a joint-venture partnership (JV) with the WCFN. Established in 2010, The JV partnership will be supporting camp services for this project including camp management, catering, housekeeping and janitorial. This partnership has been structured in a way that will allow the WCFN to participate in all facets of the construction and operations of the facility.

"The Shell Carmon Creek Project is a significant economic opportunity for the Woodland Cree First Nation," said Chief William Whitehead of the WCFN. "Our JV partnership with ATCO works towards our goal of establishing an active and healthy business community that can serve the Peace River region and create local jobs."

The modular units for this project will be manufactured at ATCO's facilities in Calgary, Alberta and in Pocatello, Idaho. The core building within the lodge will consist of 94 modular units in combination with a panelized system in the lobby to create an open hotel-like feel. The dormitories will feature single occupancy bedrooms with ensuite bathrooms. In addition to relaxation and recreation rooms, a stand-alone gymnasium will include racquetball and squash courts, a running track and separate weight training areas. ATCO will also construct a 200 person open-plan office complex as part of the bundled solution. To service the site, ATCO will build and maintain a 1,500 person wastewater treatment plant. Manufacturing work is expected to begin in fourth quarter of 2013 and completion is scheduled for the second quarter of 2015.

The WCFN has three reserves of 16,106 hectares northeast of Peace River, Alberta. The First Nation has a registered population of approximately 1,000 people and is situated within the Treaty 8 traditional territory.

The Shell Carmon Creek Project is an in situ heavy oil project that will use steam recovery methods. Constructed in two phases, the expected lifespan of the project is more than 35 years and it is projected to produce up to 80,000 barrels per day of bitumen.
