Pulsar Helium (TSXV:PLSR), a junior helium stock, is applauding new legislation in the U.S. state of Minnesota covering non-hydrocarbon gas exploration, production and leasing on state lands.

The legislation, which took effect Wednesday, allows the state to issue leases for helium exploration and production, potentially unlocking hundreds of millions of dollars worth of the gas, which is vital across a variety of technological and medical applications. Pulsar has since filed an application for new leases in areas of interest, including helium and hydrogen. Previously, leases were limited to privately held mineral rights, with all of Pulsar’s existing leases involving private entities.

By Jan. 15, 2025, the Minnesota Department of Natural Resources commissioner must make recommendations for statutory and policy changes, including permitting, to accommodate exploration and production of non-hydrocarbon gases.

Pulsar Helium’s Topaz Project

The news follows Pulsar’s helium discovery at the Jetstream No. 1 appraisal well on its Topaz Project about 100 kilometres north of Duluth, Minnesota. Lab results for the well substantiate helium contents of up to 13.8 per cent, one of the highest concentrations ever discovered, prompting the company to begin additional downhole well works with eyes on bringing the essential commodity to market.

Over the next two weeks, well activities will be divided into three phases, beginning with downhole data acquisitions, followed by wellhead and wellbore works, and a flow testing and pressure build-up program, as the company moves to capitalize on its first-mover advantage in Minnesota’s emerging non-hydrocarbon gas industry.

“Minnesota is open for business, and we are grateful to the state for supporting this new industry,” Thomas Abraham-James, president and chief executive officer of Pulsar Helium, said in a statement. “The new legislation gives Pulsar certainty moving forward, creating a clear regulatory pathway for us to take Topaz to production. As a result, we are now planning to accelerate our works at Topaz and expand our footprint in Minnesota.”
