The PR dept has been very selective in its use of language. They won't issue a NR until they have the permit in hand..

Based on what I've patched together they're not sitting on their hands..

On 08-Apr the permit was signed by the AZDEQ dept director. They were probably notified by phone/email.
08Apr - 10-Apr Mining and Environmental Services LLC were contacted and told to start hiring..
11-Apr : "Miners Wanted" ads go out..
