Losecash I'll give it a try 1 and 2 - news release says "sponsored research partnership." which would imply ALP is paying for the University to do work so ALP would have to have some rights to the technology.  In this case hopefully both - they will sell graphene and their intellectual property if anyone else out there happens to find it.  3 - don't know but one thing is for sure this company has the only flake graphite deposit in continental USA in a great area and will become a mine (the only one of its kind) so that's worth something.  The graphene angle who really knows at this stage, could be nothing could be trillions.
