The reason for this is the pesticide issue with Mettrum and OGI.
HC has and is conducting multiple unannouced inspections on ALL LP's to make sure that everyone is in compliance and that the pesticide issue is resolved once and for all.
The good thing is APH's unannounced inspections have gone well. So have SL's if anyone cares to know (not pumping SL). It is better for the whole mmj industry that HC cracks down on the pesticide issue now and puts it to rest forever. I hear that any repeat offenders may have their licence revoked!

That being said Phase 2 will happen soon..
