Do the shorts ever move on?

Do the shorts ever move on?Traditionally and historically. Does "short attacking" ever cease with a certain sector. Say
once it has established itself, or are we to expect this infinitely. Will they "milk" it  until something 
fresh comes along. Do institutional investors seriously want to get involved?
