Some provinces say they will be ready, so why hold back for a couple of provinces that "say" they need more time. If they need more time then we have a federal system in place for those provinces, and federally we will be fully legalized - order direct from LP

This is too far along to hit the pause button for a couple slow provinces. Also, look at the support C45 has had from the first two readings - legalization will happen and on time.
