This tells me that the regulators are looking for detailed protocols that will need to be tied into any emergency/rescue plans in place. I bet coal companies tried to be vague because this poses a certain liability risk. If they publish plans and don't apply them in an event of an accident the state regulators could go after them for failing to execute the plan as states and approved by the regulators. This sounds like a legal delay at the most.
