Have to agree with you tryto makeabuck.  Halt and NR past close would have to be for something negative so lets not go there.  I hope this is China.  They have serious shortage of power.  Chinese government identified this as a main limiting factor to growth.  Present down turn is not enough to catch up in electical production capacity.  They build one new coal power plant a week and they need that coal and now they need to produce it safely or they look bad.
