Drive around, or though the coup, hire whom ever, order seconds, import or barter with neighbouring developers, a private cargo plane, drag key local representives, and co-ordinate incoming shipments.
Three dirty dozen private red seals, blues brothers, joint chiefs of staff, news reporters, Hoss, and get the neccessay equipment within 15 days, and spare no expenses. After all, gold troy bars should buy a lot hospitality...
Not entirely sure why the contractors left, but i'm not buying into the current thesis. Get the equipment and any good engineer should be able to complete the 20% remaining build.
Obviously, this should have been expected, just being in west africa, heck, there is more than one way to move an elephant off the plate.
