RE:RE:RE:RE:federal $Nick - I assume (and to clrify) The plant is not phsycially in place - it is in place with Metso agreeing to partner on the build. They will be using all Metso technology and equipment, so yes, in essence the plant is in place. Assuming Metso will be majority holder of the refinery, they would also have the funds to build the majority of it. If gov't does kick, there may be little to no need for dilution. That said, I asssume we will be issued shares of any JV newco (similair to sibeclo and SR). I love this - let the experts do their thing and we just hand on for the ride!
