Azure Dynamics Corporation (Azure) is engaged in the development and sale of electric vehicle (EV) and hybrid electric vehicle (HEV) systems and components. Azure has developed three primary product groups, which include full hybrid electric; mild hybrid electric; and pure electric solutions. Target markets include hybrid electric delivery vans and shuttle buses, as well as electric drive applications.

Is the company
selling shares in the open market? I mean, did they start theirs financing offer without any public announcement about the number and price?

Did they have obligation to put those detail in news?
Question may look stupid, but I don't know a lot about financing offer laws and obligation.
