Your answer is right in the letter #3 if you care to read it..."until the technical report is filed in good order, Barkerville is not permitted to discuss the information contained within the report with shareholders"

So clearly the report is still not filed in a manner that is compliant with National Instrument 43-101. It's not the fault of the BCSC, it's the fault of the submitters of the report if it is not compliant. This is not a complicated matter - the guidelines for submitting a compliant report are pretty clear and laid out on the BCSC website: https://www.bcsc.bc.ca/mining.asp

And yes, we do have a Freedom of Information Act here too, but it only applies to information that is deemed to be viewable by the public - the technical report is not yet a public document.
