The issue is though, whether or not a Proposal Call has been placed and if in Fact it is a legitimate Proposal or a collection of submissions and there costs for, as you suggest, some sort of Feasibility Study. It does seem like a lot of man/woman power ( 400 ). I ran into the same individual again this early PM and questioned them on their knowledge and possible acquisition of a copy of such Proposal Call. I will get back to this Board with my findings. Cheers All. Bull
